What causes it
FiveM couldn't get the player's Steam identifier — either Steam isn't running, the ticket failed, or the player launched GTA V without Steam. Servers that require a steam: identifier will reject or misbehave for these players.
How to fix it
Run Steam before FiveM, or make your server not depend solely on the steam identifier.
- Players: start Steam and log in BEFORE launching FiveM, then reconnect.
- Players: if using Epic/Rockstar copy, Steam identifiers won't exist — that's expected.
- Server owners: don't rely only on steam: identifiers; prefer license: which every player has.
- Server owners: if you require steam, communicate that players must run Steam.
